Professor Francis Rew Owino is an Associate Professor of Applied Linguistics
at Maseno University, Kenya. I have served as Head of Department of English for many years and as Dean Faculty
of Arts and Social Sciences at Maseno University before moving to the University of the Western Cape, South Africa for a PhD
degree. I have had several articles published in refereed Journals and books specializing in Politics and Language,
Language Planning, Language in Education and Literacy. I have also presented papers at national, regional and international
conferences. I have edited a text in issues covering Language Education in African Languages entitled
"Speaking African: Language in Education and Development in Africa". The latest achivement is the nomination as an
"International Educator of the Year 2006" by Cambridge Biographical Society, UK.
